With a view to impart quality based education to the local populace and ardent group of the dignitaries on the behest of Sri Rameshwar Roy, ex-Librarian, B.R.A. Bihar University, Muzaffarpur, gathered at a meeting at the residence of Late (Dr.) D.R. Yadav, a well known Physician of Samastipur. The prominent participants present included Sri Yugeshwar Roy - Jitwarpur, Sri Dhanuki Roy - Advocate, Sri Ram Prawesh Roy - Chhatauna, Sri Mahvir Rout - ex-MLA; Late Ramchandra Roy - Dharampur and Late ParmeshwarChoudhary - ex-Chairman, Samastipur Municipality. In the meeting it was resolved to establish a College in the name of great Economist, prominent Leader and above all an Educationist, Sri Bali Ram Bhagat. Thus the College came into existence on the 7th of August, 1969 but had neither land nor fund. The meeting also formed first Governing Body (GB) comprising of Late Dr. D.R. Yadav as President and Rameshwar Roy Secretary. For about six months the College faced great hardship on all fronts but with the arrival of Sri Bali Ram Bhagat at the helm things began to work out for the better. The the then Member of Parliament, Samastipur, Sri Yamuna Prasad Mandalwas made Secretary and Dr. Surendra Prasad appointed as Prof-in-charge of the College. It was during this period that the College was granted its first affiliation under the Bihar University, Muzaffarpur for the session 1970-71 enabling the College to start teaching work at Graduation level in Arts and Intermediate level in Science and Commerce from June 1970. In 1973 the College, till then running in the premises of Sri Krishna School, Jitwarpur, shifted to its present locale on the piece of land donated by Late Saryug Prasad, the the then Mukhiya of Mohanpur. Sri Karpoori Thakur ex-Chief Minister of Bihar helped in the lease settlement of land lying in an around the donated land with the District and State Administration.
